Mozambique's new electricity sector regulation

The Council of Ministers approved, by Decree No. 31/2026 of 7 July, the Regulation on the Award, Execution and Termination of Concessions for the Generation, Transmission, Distribution, Supply, Storage, Import and Export of Electricity (the “Regulation”).

This statute repeals Decrees No. 8/2000, of 20 April, and No. 42/2005, of 29 November — which had been both in force for over two decades — and introduces an entirely overhauled regulatory framework, aligned with the Electricity Law (Law No. 12/2022 of 11 July). This represents a landmark reform for Mozambique’s electricity sector, with direct implications for investors, concessionaires, lenders and service providers across the energy value chain.
